How do I target local areas for seo without keyword stuffing?

I’m building a website for a particular trade. My client operates all over the london area (inside the M25) and I want to optimise the website for every area, borough, neighbourhood, estate etc etc but how do I do this without having to keyword stuff each area name at the bottom of the page.

Or is adding the place keywords with the primary keyword at the bottom of every page the best way to do this?

I’d make the content as specific as possible, proper content about each area. Perhaps even maps and pictures if appropriate. Don’t worry too much about keyword inclusion just make sure they are on the page within relevant content. You might also want to include the main keyword on each page within the title and metadescription but don’t stuff more in unnaturally. After that I’d get location links from each area, either specific sites in the areas (business groups, local guides) or directories specific to each area. Just make sure you choose areas that will generate traffic within you’re industry, you can go too local.
